This Second Evidence Report documents 35+ NAWASA advisories issued between February 13 and June 17, 2026 — now 134 consecutive days — affecting communities across Grenada. Unlike the First Evidence Report, which documented community-submitted signal data, this report is built entirely from institutional source material: official NAWASA notices, valve regulation schedules, broken main alerts, and system recharge announcements. The data reveals a systemic pattern of cascading service restoration variances, missed restoration timelines, inadequate community notification, and a disconnection between declared service availability and actual household water access. One community — Morne Delice, St. George's — appears in NAWASA's own notices as early as March 2, 2026, and remains unresolved as of the date of this report.

By March 2, NAWASA issued a formal valve regulation schedule specifically naming La Borie, Mt. Airy, Morne Delice, Mt. Parnassus, The Bocas, Creighton, Holder Hill, and Parade under the Les Avocats Water System. NAWASA Issued Disconnection Notices While Communities Had No Water to Use
